Онтарийский математический куррикулум рекомендует использование счетного материала (base ten blocks и прочие "manipulatives") вплоть до восьмого класса.

Как они линейную функцию собрались демонстрировать экспоненциальным ростом банковского вклада - это отдельный вопрос. Видимо, предположение о полной математической безграмотности составителей программы можно рассматривать как вполне напрашивающееся. Таки "simple interest", всё правильно.
